The FIA prepared an FHBM for the Town of Oak Creek in December 1975 (Reference 40).
The FHBM was derived using approximate methods.

City of Steamboat Springs

Unpublished flood hazard studies of a proposed subdivision development along the Yampa
River between river miles 191.0 and 191.5 were prepared by Dismuke and Dismuke, Inc.,
Consulting Engineers, Steamboat Springs. The principal purpose of these studies was to
determine levee heights required to contain the tOO-year flood. The difference between the
tOO-year design flood computed for the levee study and the base flood determined for this FIS
was less than 2 percent. The profiles and river cross sections prepared for the proposed
development, however, reflected a leveed condition and were not of value for the original FIS.

A Master Drainage Plan for Steamboat Springs (undated) was prepared by C. M. Engineering
Associates, San Bernardino, California. The study included 25- and loo-year flow estimates for
Fish and Burgess Creeks. Flow data for the drainage study were determined by the rational
method for areas of less than 0.1 square mile and by the SCS regional analysis method for
larger areas. Flow data developed for the original FIS were in agreement with those presented
in the drainage study for Fish Creek, but did not agree for Burgess Creek.. Flow data
developed for the original FIS were used because the hydrologic analyses utilized more
sophisticated methods, and were based on more complete basic data, and because the regional
analysis method used in the drainage study does not differentiate for snowmelt, runoff from
general rain, and runoff from cloudburst stonns. The drainage study flow data are appropriate
for design purposes..

8.0 LOCATION OF DATA

Information concerning the pertinent data used in the preparation of this study can be obtained
by contacting FEMA, Federal Insurance and Mitigation Division, Denver Federal Center,
Building 710, P.O.
