<br />(2) It is therefore the purpose and intent of this act and the policy of <br />this state to: <br /> <br />(a) Encourage wise water use and conservation and drought <br />planning by those privately and publicly owned water agencies, utilities, <br />and others with the legal obligation to supply, distribute, or otherwise <br />provide water through technical assistance, information dissemination, and <br />where appropriate, fmancial support; <br /> <br />(b) Encourage the state, the Colorado water conservation board, and <br />water providers with knowledge of water conservation and drought <br />mitigation planning to work with other water providers in developing and <br />implementing water conservation and water use effIciencies and managing <br />water supplies during periods of drought; <br /> <br />(c) Encourage smaller water providers to take advantage of <br />state-provided resources to support local planning efforts; and <br /> <br />(d) Encourage and support implementation of this act, in particular <br />those components of this act that relate to the development and <br />implementation of a statewide water supply initiative. <br /> <br />SECTION 2. 37-60-124, Colorado Revised Statutes, is amended to <br /> <br />read: <br /> <br />37-60-124. Office of water conservation and drought planning - <br />creation - powers and duties. (1) There is hereby created as an office <br />under the Colorado water conservation board the offIce of water <br />conservation AND DROUGHT PLANNING. The offIce shall have such staff as <br />are necessary and appropriate to carry out the duties established for the <br />offIce. <br /> <br />(2) The offIce of water conservation AND DROUGHT PLANNING shall <br />promote water use efficiency CONSERVATION AND DROUGHT MITIGATION <br />PLANNING by performing, to the degree feasible, duties including, but not <br />limited to, the following: <br /> <br />(a) PARTICIPATING AS A MEMBER OR CHAIRPERSON OF ANY STATE <br />W ATER AVAILABILITY TASK FORCES ESTABLISHED TO MONITOR, FORECAST, <br />MITIGATE, OR PREPARE FOR DROUGHT; <br /> <br />PAGE 2-HOUSE BILL 04-1365 <br />
