<br />(12) (a) There is hereby created the water efficiency grant program <br />for purposes of providing state funding OveI a tlllee-year period to aid in <br />achie- v ing the water efficiency goals outlined ip locally adopted THE <br />PLANNING AND IMPLEMENTATION OF water conserVation plans DEVELOPED <br />IN ACCORDANCE WITH THE REQUIREMENTS OF THIS SECTION and to promote <br />the benefits of water efficiency. The board is authorized to distribute grants <br />in accordance with this subsection (12) to covered entities, OTHER STATE OR <br />LOCAL GOVERNMENTAL ENTITIES, and agencies IN ACCORDANCE WITH ITS <br />GUIDELINES from the moneys transferred to and appropriated from the water <br />efficiency grant program cash fund, which' is hereby created in the state <br />treasury. For the 2005-06 200G-07, and 2007-08 THROUGH 2010-1 1 fiscal <br />years, the general assembly shall appropriate from the fund to the board up <br />to five hundred thousand dollars annually for the purpose of providing <br />grants to covered entities, OTHER STATE AND LOCAL GOVERNMENTAL <br />ENTITIES, and agencies in accordance with this subsection (12). <br />COMMENCING JULY 1, 2008, the general assembly shall also appropriate <br />FROM THE FUND to the board em amoullt necessary FIFTY THOUSAND <br />DOLLARS EACH FISCAL YEAR THROUGH 20 11-12 to cover the costs associated <br />with the administration of the grant program but such appropllations shall <br />110t exceed an ag,gregate amount of eighty thousand dollars for the tlllee <br />fiscal years of the grant program AND THE REQUIREMENTS OF SECTION <br />37-60-124. However, if less than five hundred thousand dollars is <br />appropriated or expended in the 2005-0G or 200G-07 ANY SUCH fiscal year, <br />an amount equal to the difference between five hundred thousand dollars <br />and the amount actually appropriated or expended in that fiscal year shall <br />be available for appropriation and expenditure TO THE GRANT PROGRAM in <br />the next 'fiscal year in addition to the five hundred thousand dollars <br />available for appropriation in that fiscal year. Any moneys remaining in the <br />fund on June 30, zee.s. 2012, shall be transferred to the reserve in the <br />operational account of the severance tax trust fund described in section <br />39-29-109 (1) (c) (III) (A), C.R.S. <br /> <br />(b) Any covered entity OR STATE OR LOCAL GOVERNMENTAL ENTITY <br />that has adopted a water conservation plan and that supplies, distributes, or <br />otherwise provides water at retail to customers may apply for a grant to aid <br />in the implementation of the water efficiency goals of the plan. Any agency <br />may apply for a grant to fund outreach or education programs aimed at <br />demonstrating the benefits of water efficiency. The office shall review the <br />applications and make recommendations to the board regarding the <br />awarding and distribution of grants to applicants who satisfy the criteria <br /> <br />PAGE 3-SENATE BILL 07-008 <br />
