The Southwest Basin Roundtable held an open discussion was held on what roundtable members believed the roundtable could contribute which included ideas such as: . Define needs . Permitting issues . Accuracy of State Demographer . Coordination between basins . Treat of water competition with New Mexico is large . What would happen with Colorado River Compact call . Develop more storage . Forest Service bypass . Assure existing facilities continue to be operational . Assist entities in obtaining and keeping funding for water projects The largest gap identified in SWSI is in Montrose County, which is due to the amount of firm yield that would be needed if the Tri-State Power Facility were expanded. The results of the gap analysis are presented in Figure 2-2. A program that considers flow for non-consumptive uses in the Southwest Basin is the San Juan River Basin Recovery Implementation Program, established in 1992. The purpose of this program is to protect and recover endangered fishes in the San Juan Basin while water development proceeds in compliance with all applicable federal and state laws. Numerous CWCB instream flow rights have been decreed on major rivers and tributaries in the Southwest Basin. These rights are year-round rights with seasonal variability.
