<br />Section 2 <br />Reports From Basin Roundtables <br />II11 <br /> <br />primary source of the upper Colorado River Basin <br />supplies is the San Juan River. <br /> <br />The Southwest Basin Roundtable held an open discussion <br />was held on what roundtable members believed the <br />roundtable could contribute which included ideas such as: <br /> <br />. Define needs <br />. Permitting issues <br />. Accuracy of State Demographer <br />. Coordination between basins <br />. Treat of water competition with New Mexico is large <br />. What would happen with Colorado River Compact call <br />. Develop more storage <br />. Forest Service bypass <br />. Assure existing facilities continue to be operational <br />. Assist entities in obtaining and keeping funding for <br />water projects <br /> <br />The largest gap identified in SWSI is in Montrose County, <br />which is due to the amount of firm yield that would be <br />needed if the Tri-State Power Facility were expanded. <br />The results of the gap analysis are presented in Figure <br />2-2. <br /> <br />A program that considers flow for non-consumptive uses <br />in the Southwest Basin is the San Juan River Basin <br />Recovery Implementation Program, established in 1992. <br />The purpose of this program is to protect and recover <br />endangered fishes in the San Juan Basin while water <br />development proceeds in compliance with all applicable <br />federal and state laws. <br /> <br />Numerous CWCB instream flow rights have been <br />decreed on major rivers and tributaries in the Southwest <br />Basin. These rights are year-round rights with seasonal <br />variability.
