<br />FLOOD INSURANCE STUDY <br />GARFIELD COUNTY, COLORADO <br />(UNINCORPORATED AREAS) <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study (FIS) has been prepared to revise and update a <br />previous FIS for 'the unincorporated areas of Garfield County, Colorado.. This <br />information will be used by Garfield County to update existing floodplain <br />regulations as part of the regular program of flood insurance by the Department of <br />Homeland Security's Federal Emergency Management Agency (FEMA). The <br />information will also be used by local and regional planners to further promote <br />sound land use and floodplain development. <br /> <br />In some States or communities, .floodplain management criteria or regulations <br />may exist that are more restrictive or comprehensive than the minimum <br />Federal requirements. In such cases, the more restrictive criteria take precedence <br />and the State (or other jurisdictional agency) will be able to explain them.. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this FIS are the National Flood Insurance Act of 1968 <br />and the Flood Disaster Protection Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for this study were performed by the <br />u.s. Army Corps of Engineers (USACE), Sacramento District, for the <br />Federal Insurance Administration, under Inter-Agency Agreement <br />Nos. IAA-H-16-75 and IAA-H-7-76, Project Order Nos. 20 and I, respectively. <br /> <br />Revised hydrologic and hydraulic analyses for the Roaring Fork River, Cattle, <br />Rifle, and Government Creeks and Hubbard Gulch along with new hydrologic <br />and hydraulic analyses for the Crystal River, Fourmile, Threemile, and <br />Mitchell Creeks and Helmer and Ramsey Gulches were performed by <br />Simons, Li & Associates, Inc., for FEMA, under Contract No. EMW -C-0942. <br />This study was completed in December 1983.. <br /> <br />This study was revised on August 2, 2006, to incorporate revised flooding <br />information for the Colorado River and its tributaries. This revision covers the <br />area of the Colorado River. The restudy affects the Town of Silt and the <br />unincorporated areas of Garfield County. The hydrologic and hydraulic analyses <br />for the Colorado River were performed by the USACE, Sacramento District, and <br />the Colorado Water Conservation Board (CWCB). Additional data were provided <br />by consultants to the Town of Silt, Schmueser Gordon Meyer, Inc. This work <br />was completed in October 2004. The Colorado River was studied by detailed <br />methods from just upstream of eastbound Interstate (I) 70 Bridge to the <br />County Road (CR) 33. <br />
