<br />FLOOD INSURANCE STUDY <br />TOWN OF ERIE, COLORADO <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study (FIS) revises and updates a previous <br />FIS/Flood Insurance Rate Map (FIRM) for the Town of Erie, Colorado. <br />This information will be used by the Town of Erie to update existing <br />floodplain regulations as part of the Regular Phase of the National <br />Flood Insurance Program (NFIP). The information will also be used <br />by local and regional planners to further promote sound land use and <br />floodplain development. <br /> <br />In some States or communities, floodplain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other <br />jurisdictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The hydrologic and hydraulic analyses for the area north of Perry <br />Street, dated April 1978, were performed by Gingery Associates, Inc. <br />(GAl), for the Federal Insurance Administration, under Contract <br />No. H-4017. Subsequent refinements of this hydrologic and hydraulic <br />data were developed by Water Resources Consultants, Inc. (WRC), in <br />August 1980, and Michael Baker, Jr., Inc., in March 1981. These <br />revisions have been incorporated into this study. <br /> <br />The hydrologic and hydraulic analyses for the reach of Coal Creek, <br />south of the Union Pacific Railroad (UPRR), were performed by the <br />U . S. Department of the Interior, Bureau of Reclamation, for the <br />Federal Emergency Management Agency (FEMA), under <br />Contract No. EMW-87-E-2551. This study was completed in August 1988. <br /> <br />The sources of authority for this FIS are the National Flood <br />Insurance Act of 1968 and the Flood Disaster Protection Act of 1973. <br /> <br />1.3 Coordination <br /> <br />Initial meetings to identify streams requiring detailed study within <br />the Town of Erie were held on March 31 and April 16, 1976. These <br />meetings were attended by representatives of the Colorado Water <br />Conservation Board (CWCB) , FEMA, the Weld County Planning <br />Department, and GAl. Another meeting was held on January 28, 1977, <br />and was attended by representatives of FEMA, the Mayor and Town <br />Clerk of Erie, and GAl. The purpose of this meeting was to gather <br />flooding information and to outline study procedures for the reach <br />of Coal Creek, north of the UPRR, near Perry Street. The U.S. Soil <br />Conservation Service (SCS) (now the Natural Resources Conservation <br />Service) was also contacted for information concerning flood <br />hazards. <br />
