Detailed analyses were taken from the effective FIRM or from existing UDFCD reports. The existing detailed analysis was originally used in developed areas or areas with a high development potential. The existing approximate analysis was originally used to study those areas that detailed information was not available or those areas having a low development potential or minimal flood hazards. The scope and methods of study were proposed to, and agreed upon by, FEMA, CWCB, UDFCD, and Douglas County. This countywide FIS also incorporated the determinations of letters issued by FEMA resulting in map changes (Letter of Map Revision [LOMR ]), as shown in Table 3, "Letters of Map Change." 10
