The proposal represents collaboration with
the Colorado WaterWise Council, Western Resource Advocates, the City of Grand Junction,
City of Boulder, Pagosa Area Water and Sanitation District, San Juan Water Conservancy
District, San Juan Citizen Alliance, City of La Junta, City of Greeley Water and Sewer
Department, Southeastern Water Conservancy District, and Denver Water Department. The
application is attached for your review.

The applicant is requesting $37,494 to aid in the performance of four technical workshops and
forums to be conducted in four different areas in the State -- the City of Greeley, the City of
Grand Junction, and the City of Pagosa Springs. These workshops will provide valuable
information to the water community regarding the state of the science of water conservation and
water use efficiency measures and programs as well as the components of proper water
conservation planning based on the CWCB Guidance Document. In addition, the OWCDP will
be participating in the workshops development and presentation process. The applicant has
demonstrated their financial ability to provide 25% of the project budget with matching funds in
the form of cash and in-kind services. Staff has reviewed and evaluated the grant application and
has determined that the proposal meets or exceeds the CWCB guidelines for reviewing grant
proposals. Attached is the internal checklist used to evaluate the application as well as the
application evaluation criteria.

Recommendation:

The OWCDP staff recommends that Rod Kuharich, Director of the CWCB authorize $37,494 to
Great Western Institute to conduct four water conservation workshops in the State of Colorado.

Flood Protection.
