The <br />estimated total cost of the project is $2,000,000. Please see the attached project summary and <br />map. <br /> <br />BackQround <br />Bill Porter is a 19% owner in the Alkali Creek Ranch, located in Garfield County. He operates the <br />Barton Porter Reservoir for storage of irrigation water for use on 900 irrigated acres. The Ranch <br />has a total of 3600 acres. The reservoir is located 6 miles west of Glenwood Springs, and is filled <br />through ditch diversions from South Canyon, Three Mile. and Garfield Creeks, which are <br />tributaries to the Colorado River. The existing Barton Porter Reservoir was constructed in 1958 <br />and is a Class 3 structure with a maximum dam height of 43 feet impounding a reservoir of 206 <br />ac-ft. <br /> <br />Bill Porter has conditional water rights to store an additional 1000 acre-feet in the Barton Porter <br />Reservoir. He wants to enlarge the reservoir to a capadty of approximately 1,100 acre-feet to <br />provide water for his farming/ranching operation during drought periods. The project started in <br />summer 2002 and is currently under construction with estimated completion in winter 200212003. <br /> <br />Bill Porter has funded the project to this point, expending over 5925,000 to date. The need to <br />purchase filter blanket material from an outside supplier increased the total project cost by <br />5200,000 such that it now stands at $2 million. Bill Porter is requesting a $1 million small project <br />loan to allow him to complete the project as scheduled. <br /> <br />Feasibility Studies <br />Mike Jacobs, P.E. of Golder and Associates has completed the feasibility study in accordance <br />with ewes guidelines.
