The hydraulic analyses for this study were
performed by the u.s. Army Corps of Engineers
(USACE), Omaha District, for the Federal
Emergency Management Agency (FEMA), under
Interagency Agreement EMW -89-E-2994. The
hydrologic analyses for this study were provided
by the CWCB. The restudy was completed in
February 1999.

The hydraulic analyses for this study were
performed by Black and Veatch, Consulting
Engineers, for the Federal Insurance
Administration (FIA), under contract No. H-
3834. This work was completed in March 1978.

The Town of Empire and the unincorporated areas of Clear Creek County did not
previously have FISs published.

The initial Consultation Coordination Officer (CeO) meetings were held with
representatives from the communities, the study contractors, and FEMA, to
explain the nature and purpose of FISs, and to identify the streams to be studied
by detailed methods. All affected communities were requested to provide any
data pertinent to the study. The final CCO meetings were held with
representatives from the communities, the study contractors, and FEMA to
review the results of the studies.

For this countywide FIS, an initial ceo meeting was held on June 28, 1989,
with representatives the CWCB, FEMA, and the study contractor. The
final ceo meeting was held on November 2, 2005 to review the results of this
countywide FIS.

2.0 AREA STUDIED

2.1 Scope of Study

This FIS report covers the geographic area of Clear Creek County, Colorado,
including the incorporated communities listed in Section 1.1. The areas studied
by detailed methods were selected with priority given to all known flood hazards
and areas of proj ected development or proposed construction.
