study reaches were selected by the study contractor and FEMA at a
meeting in late April 1984. The UDFeD provided copies of existing
master plans and flood hazard area del ineat ion maps, which show
some of the stream reaches being restudied.

2.0 AREA STUDIED

2.1 Scope of Study

This Flood Insurance Study covers the incorporated areas of the
Ci ty of Li ttleton, Arapahoe and Douglas Count ies, Colorado. The
area of study is shown on the Vicinity Map (Figure 1).

The city lies within the South Platte River Basin, which has
headwaters extending into the Rocky Mountains to elevations of
14,000 feet. The South Platte River at Littleton flows from south
to north along the western edge of the city, and was studied by
detailed methods throughout the study area. In addition, Big Dry
Creek, Lee Gulch, Little's Creek, Slaughterhouse Gulch, South
Tributary to Slaughterhouse Gulch, SJCD 6100, and SJCD 6200 were
studied by detailed methods.

Upstream portions of Slaughterhouse Gulch were studied by
approximate methods. On the South Platte Ri ver, just upstream of
the City of Littleton, the COE constructed Chatfield Dam. The
primary purposes of the dam are flood control and recreation. The
dam is now operational for flood control purposes, so flood hazards
downstream are based on the dam's operation.

This study also illustrates the flood hazard delineations resulting
from a channel improvement project developed by the COE, Omaha
District.

The areas studied by detailed methods were selected with priority
given to all known flood hazard areas and areas of projected
development or proposed construction through 1991.

Approximate analyses were used to study those areas having a low
development potent ial or minimal flood hazards. The scope and
methods of study were proposed to, and agreed upon, by FEMA and the
City of Littleton.

2.2 Community Description

Littleton, the county seat of Arapahoe County, is located In
central Colorado, just south of Denver, the state capi tal. The
city was incorporated on March 13, 1890, initially as an
agricultural community. In the last two decades, with metropolitan
urbanization, the community has experienced accelerated growth.
The population for Littleton in 1960, 1970, and 1980 was 13,670,
23,640, and 28,630, respectively.

3
