Possible locations for an analyis group would be Denver, Fort Collins, <br />Boulder and Steamboat Springs. <br /> <br />Reclamation, as the directing agency, must have some scientists stationed at field headquarters and study <br />sites during field operations of the design phase. During the operational phase, periodic visits should be <br />adequate. These scientists will provide project coordination, steering, and oversight. They will <br />participate in field experiments and data analysis. One contractor may be adequate for handling all <br />ground field activities. Generally, a separate contractor will conduct aircraft sampling operations if <br />agency partners contribute resources to sampling by aircraft in the design phase. The use of aircraft in <br />data collection increases coordination complexity and problems. Experience shows that field operations <br />and data analysis should be conducted under separate contracts. <br /> <br />It is anticipated that interested groups and agencies outside Reclamation will wish to contribute resources <br />to existing studies or possibly add new studies that may supplement scheduled studies. Groups that may <br />express interest include NCAR, NOAA, and university groups that are interested in cloud physics and <br />weather modification. These groups will increase resources, add diversity and expand the knowledge <br />base. Whatever the supplemental participation, program management must not allow interference or <br />diversion from program principal objectives. <br /> <br />Responsibility for program management and technical procedure should reside with Reclamation <br />managers and scientists. Dealing with local concerns and the dissemination of public information on the <br />program can be handled by a local advisory committee that interacts with a program diverse oversight <br />group. Agenda for exchange includes program planning, design, progress, and potential or real problems. <br /> <br />33 <br />
