In terms of future development, there are currently no subdivided parcels in the proposed project area. (N.
Carver 2006) Properties are zoned as A35 in the Goodman Point area. A-35 allows land owners to constmct
a residence(s) solely for the land owner. Seven existing residences within the area have chosen not to be
involved in the project. However, these residences may choose to purchase a tap in the future which would
provide water to 19 residents currently residing in these homes.

A majority of the land disturbance will be within the county right of way including the road or roadside ditch,
or immediately adjacent to the county right-of-way, all previously disturbed during prior road constmction.
Disturbance would be limited to the width of a backhoe as well as to equipment traffic within the right of way.
Additional ground disturbance will occur on private property in an effort to avoid archaeological sites that are
in the county road right of way. This disturbance is proposed in existing cultivated agricultural fields and will
not remove any important farmland or prime rangeland from production because all water lines will be buried
at a depth of four feet according to industry standards. Constmction of the water line can be conducted during
the non-growing season if requested by the proj ect proponent or land owner.

~-~

...

- -
--

-":'"

." -

Figure 4. (http:
I Iwww.co.montezuma.co.us/d ocu me nts/plan n ing/comp%20plan. pdt)
These mles are enforced by the Montezuma Board of County Commissioners. A review of the plan indicates
that the proposed project complies with the following portions of the plan:

· Chapter 1: Protecting Property Rights and Property Values (Sections 1-7,1-9,11-11,1-13,1-14)
· Chapter 3: Landowner Initiated Zoning (Section 3-1)
· Chapter 6: Agricultural viability (Sections 6-1,6-7)
· Chapter 10: Rural Sprawl (Section 10-1)
· Chapter 11: Infrastmcture, Services and Costs of Growth (Sections 11-1,11-7,11-18)
· Chapter 12: The Federal Lands in Montezuma County (Sections 12-14)

6
