Executive Summary

1.0 Purpose and Need of Project

1.1 Proi ect Descri pti on/Purpose and Need

The proposed action, called the Goodman Point Water Project, is a drinking water infrastmcture
development project designed to provide domestic water to the Goodman Point area. Residents of
Goodman Point have hauled water to their homes using teams of horses and mules to pull water tenders
since the area was settled in the late 1800s. Over 100 years later water is still hauled by residents, the only
change is that now it is hauled by motor vehicles.

Geographically, Goodman Point is located northwest of Cortez, CO in an unincorporated section of
Montezuma County. Residents live on 35 acre or larger parcels where land use is mixed, including
agricultural, residential and open space.

The proposed proj ect will require the extension of two main water lines owned and operated by the
Montezuma County Water Company. The existing pipelines will ultimately provide water services to the
area that is currently without access to a culinary water system for domestic use and fire protection.

Montezuma Water Company has proposed to extend approximately 10 miles of water line throughout the
Goodman Point area as well as constmct a pump station and a water storage tank if the project is funded.
Existing and proposed water lines are predominantly within a county road right of way or immediately
adjacent to the right of way on private property except for three zones where they bisect tilled dryland
farms or undeveloped agricultural property. (See Figure 1.)

1
