Part VIII - Conclusions and Recommendations

In order to provide a reliable and safe drinking water to the residents of Goodman Point,
a water distribution system must be constmcted. Currently, residents fill water tanks at a
coin operated spigot and haul the water back to their residences to be transferred to larger
on-site storage tanks. This practice risks contamination of the water during the loading,
unloading, transport, and storage of the hauled water.

Based upon the evaluation of all the factors discussed in this Report, the recommended
alternative is Alternative 2 with both the water storage tank and booster pump station
located near the firehouse at the intersection of CR P and CR 17. This allows for the
most efficient constmction of the project and minimizes costs.

In a culturally rich area such as this, the proposed project design must take into account
the locations of significant sites. The proposed water line alignment minimizes any
disturbances to cultural resources by avoiding these resources. Three identified sites will
be monitored during constmction and the final staked route will be reviewed by
archeologists to ensure that there will be no impacts to culturally significant resources as
a result of the proposed proj ect.

Environmental impacts are also minimized with the proposed project and primarily
associated with constmction activities. When an environmental resource has the potential
to be impacted, stmctural, restrictive or regulatory measures will be implemented to
prevent or minimize those impacts.

A preliminary implementation schedule is presented below. Dates for each task item
represent the approximated start date for that item. Each task item will be completed
before the next item can begin.

.,/ Environmental Review and Preliminary Engineering Report Approval - July 2007
.,/ Loan Closing - September 2007
.,/ Survey - October 2007
.,/ Design - November 2007
.,/ Bid - March 2008
.,/ Constmction - April 2008

The above implementation schedule IS subject to change based on USDA Rural
Development requirements.

Goodman Point Water Association - Preliminaty Engineering RepOli

24
