<br />Part IV - Need for the Project <br /> <br />A. Health, /}'anitation, and Security <br /> <br />Health and safety of the residents of the Goodman Point area are of primary concern. <br />Currently, water for both domestic uses and fire protection must be hauled from Cortez or <br />Dolores to the Goodman Point area. This practice risks contamination of the water <br />during the loading, unloading, transport, and storage of the hauled water. <br /> <br />Water security can also be an issue for the residents of Goodman Point due to the lack of <br />a reliable source of water. If situations arise where residents are unable to drive into <br />Cortez or Dolores due to illness, weather, or other hardship, their supply of potable water <br />is threatened. <br /> <br />B. ,System Operations and Maintenance <br /> <br />Operation and maintenance of the existing system is limited to individual maintenance of <br />water storage tanks onsite. Concerns with the operations and maintenance of these <br />individual water storage tanks include keeping the tanks full and free from contamination. <br /> <br />Water storage tanks or cisterns must be drained, cleaned, and disinfected on a regular <br />basis. If not cleaned properly, microbial contamination may occur which can cause <br />health problems. The pOliable tanks used to transport potable water from the filling tank <br />to the residence must also be properly maintained to prevent contamination. Both the <br />tanks and the hoses used to fill the tanks must be disinfected on a regular basis. <br /> <br />Residents must take care when filling their portable water tanks for transpOli. The hose <br />used to fill the tanks must never be placed inside the tank or cistern where it may become <br />submerged in order to protect against contamination. <br /> <br />There are no federal or state regulations that apply to water hauling for individual <br />consumption and use. <br /> <br />C Growth <br /> <br />The existing population is approximately 74 people in the Goodman Point area. There <br />are currently 29 homes in the area with an average population of 2.54 people per home. <br />Twenty-five (25) of the area homes are committed to receive water from the project, <br />along with five undeveloped parcels. The proposed project will increase the population <br />by 20% if the undeveloped parcels are developed as a result of the proposed project. <br /> <br />Region 9 Economic Development District of Southwest Colorado, Inc., estimates that the <br />rate of growth in the county will vary over the next twenty-five years from a high of 2.1 % <br />to a low of 1.2%.
