All of these organizations are important to stakeholders in <br />past, present and future watershed and river restoration projects. <br /> <br />3.3.1 Alamosa River Foundation Board <br /> <br />A number of local citizens and organizations within the Alamosa River Watershed and <br />the surrounding area have organized the Alamosa River Foundation Board (the <br />Foundation). The Foundation is a non-profit organization that was formed to coordinate <br />and manage watershed-based projects within the Alamosa River Watershed. The goals <br />of the Foundation are as follows: <br /> <br />· Solicit local government and organization representatives for financial and technical <br />support <br />· Assess, using existing information, the natural resources and related services which <br />were injured, destroyed or lost as a result of a release of hazardous substances <br />· Identify the goal(s) to be attained by the proposed restoration projects <br />· Delineate general scope and criteria for potential plans for restoration <br />· Determine optimum timing for project solicitation and implementation <br />· Prepare requests for proposals and select the best plan for restoration <br /> <br />The Foundation regularly meets to discuss numerous watershed topics concerning river <br />restoration work, watershed characterization studies, water rights issues, and <br />environmental protection (7). The Foundation will develop and coordinate scopes of <br />work, and present project proposals to the NRD Trustees for funding. The members of <br />the Alamosa River Foundation Board, as of November 2002, are: <br /> <br />. Dwight Martin, President <br />. John Shawcroft <br />· Chris Flores <br />· Regino Gonzales <br />· Robert McCarroll <br /> <br />3.3.2 Alamosa Riverkeeper <br /> <br />The Alamosa Riverkeeper is a grassroots advocacy organization under the auspices of <br />The Capulin Valle del Sol Community Center. It is also a member of the Waterkeeper <br />Alliance, a national organization that promotes water quality and the protection and <br />restoration of waterbodies through litigation, education, and scientific research. Alamosa <br />Riverkeeper's goal is to restore the health of the Alamosa River and to promote local <br />stewardship for the river and its watershed. <br /> <br />3.3.3 Alamosa River Watershed Project <br /> <br />Governor Roy Romer established the Alamosa River Watershed Project (ARWP) in April <br />1995 through Executive Order.
