I
I
I
I
I
I
I
I
I.
I
I
I:
I
I
I
I
I
I
I

1.2 Project Purpose

The purpose of this project is to provide the Alamosa River Foundation a literature
reference that will aid them in conceptualizing or evaluating watershed restoration projects
under the Natural Resource Damage funds. This project is considered to be research
orientated and addresses hazardous substances released in the Alamosa River
Watershed. As required by EPA, this study is to collect and analyze information that will
expand the knowledge or understanding of the watershed. This report is a compendium of
the numerous reports performed in the watershed over the past 5-10 years. This project
attempts to evaluate the watershed as a whole rather than focusing upon specific projects
such as the Summitville Mine or the Stream Restoration Project. Information from the
referenced reports and data gaps are summarized and discussed. This project is the first
attempt to consolidate all of the past and present information to assess the status and
health of the entire watershed. The study entails the following activities:

. Perform a literature search of past and present environmental projects and reports
concerning the Alamosa River Watershed;
· Review report results and associated monitoring data (if any) to assess water quality
conditions;
. Identify chemicals of concern/CERCLA hazardous substances (metals, sediment and
nutrients) in the watershed;
. Identify potential source and impacted areas in the watershed (including irrigation
gates, agricultural issues);
· Identify potential data gaps in understanding water quality/natural resource conditions

This report for the Alamosa River Watershed Project comprises 8 sections. Sections 1
through 4 discuss studies that were performed and are relevant to the entire Alamosa
River Watershed. Sections 5 through 7 address reports and studies that were in specific
areas within the watershed such as the Upper Alamosa River Watershed, Terrace
Reservoir and the Lower Portions of the Alamosa River Watershed. Each section of the
report contains a discussion and assessment section that elaborates on the important
issues and challenges facing the watershed. Section 8 is the Reference Section that
contains over 100 compiled references used to develop this watershed report. The report
sections are as follows:

. Section 1- Introduction
. Section 2- Natural Resource Damages
. Section 3- Basin and Watershed Description
· Section 4- Water Resource
. Section 5- Upper Sub-Watershed
· Section 6- Terrace Sub-Watershed
· Section 7- Lower Sub- Watershed
· Section 8- References

An Appendix accompanies this report that contains important reference information
identified within the body of the report.

The EPA Approved Project Quality Assurance Plan for this project is provided as an
Attachment 14.

1-2
