Communities are keenly interested in addressing floodplain and stream <br />corridor management issues. However, they do not believe they can <br />afford the cost of such activities on their own, Repeated efforts by some <br />communities to obtain funding through property taxes have been <br />defeated, Therefore, another source of funding, such as the statewide <br />revolving fund loan is needed. <br /> <br /> <br />3, Development within floodplains has occurred wrthout consideration of the effects on floodplain <br />natural resources functions, There must be a balance between a need for man's activities in the <br />floodplain and the tremendous benefits to be gained from maintaining naturally functioning <br />floodplains, Multi-objective management is the key, <br /> <br /> 4, <br />~ <br />, <br />'-" <br />I' <br /> 5, <br />'. <br /> 6, <br /> <br />A statewide model stormwater criteria manual would be of benefit in assisting local government <br />officials and developers to devise viable mitigation measures, <br />Balancing future development with the natural function of the <br />floOdplain will reduce loss of nature floodplain values and annual <br />flood damages, <br /> <br /> <br />With Colorado's expanding economic and rapid growth, there is <br />need to expand the state's on'going program for floodplain mapping, <br /> <br />Rivers are dynamic features of the earth's surface that change over time. A basic understanding <br />of the physical processes responsible for river form is needed to effectively work within the river <br />environment.
