<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />The Urban Drainage and Flood Control District (UDFCD) was established by the Colorado Legislature in <br />1969, to assist local governments in the Denver metropolitan area with multi-jurisdictional drainage and <br />flood control problems. The District covers an area of 1,608 square miles, including Denver, parts of five <br />surrounding counties, and all or part~ of 33 incorporated cities and towns. A 17 -member board <br />comprised of locally elected officials and two registered professional engineers. District funds come from <br />four different property tax mill levies, earmarked for five programs: Master Planning, Design and <br />Construction, Maintenance, Floodplain Management, and the South Platte River. All but a small percentage <br />of the 1,600 miles of major drainageways have been mapped (for 1 OO-year floodplain) by the District, and <br />a complete library of flood hazard delineation studies is maintained at the UDFCD office. The District <br />assists local governments in the development of flood warning plans and maintains a special notification <br />program under which over 23,000 informational brochures are mailed to addresses in or adjacent to <br />identified floodplains. <br /> <br />Other State and Federal Programs <br />Another research task was to review and summarize existing state and federal programs regarding flood <br />mitigation and floodplain management. This work was assigned to two subconsultants. Robert Kistner of <br />Kistner and Associates researched existing state programs and Clancy Philipsborn of the Mitigation <br />Assistance Corporation investigated existing federal programs. Appendix A of this report lists each state <br />and federal program, its objective, eligibility requirements, and any partnership opportunities available. <br /> <br />SURVEY QUESTIONNAIRE <br /> <br />Questionnaire Development <br />To assess the floodplain management and stream rehabilitation problems and concerns across Colorado, a <br />detailed questionnaire was developed by MWE, CWCB, and the Steering Committee. The questionnaire <br />solicited data on the fOllowing major subjects. <br /> <br />· Community Profile <br />· Floodplain Management <br />o Floodplain Related Issues <br />o Floodplain Mapping Needs <br />o Existing/Planned Mitigation Measures <br />· Multi-Objective Use of Stream Corridors <br />· Institutional Issues <br /> <br />Based on recommendations from CWCB staff and the Steering Committee, a second questionnaire was <br />developed for distribution to special districts, environmental organizations and other water related groups, <br />Complete copies of the original questionnaires sent to Colorado communities and organizations may be <br />found in Appendix D, with copies of the original mailing lists. <br /> <br />Section III - 2 <br />
