<br />The facilitation/planning process seel(s to resolve important issues that have complicated the individual <br />planning efforts of multiple entities. Given the complexity of the issues and number of players the effort is <br />very ambitious and it may be difficult to yield definitive results. However, there appears to be a strong <br />commitment of the l(ey stal(eholders and supporting their efforts will help move them to successful <br />resolution of management issues associated with Fountain Creel(. <br /> <br />Issues/Additional Needs: <br /> <br />. <br /> <br />The Threshold Criteria have not been addressed. <br />The description of plan development should specify in more detail how the consumptive and non- <br />consumptive needs for the watershed will be aggregated and summarized and what is the planning <br />horizon? Please include information on how water supply and demand will be incorporated for <br />consumptive and non-consumptive uses. <br />In light of the item above the budget (22 hours) for the "Plan" drafting seems very optimistic. How <br />will the objective stated be produced at this level of effort? <br />The qualification of l(ey personnel needs to be provided. <br />A rate sheet for l(ey personnel needs to be provided. <br />Please specify how the 9 tasl(s relate bacl( to the budget lines. <br />Please confirm if there are any Tabor issues. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends approval of up to $75,000 to complete the Fountain Creel( Vision Tasl( Force. Approval <br />is contingent on successful resolution of the above issues/additional needs. <br /> <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platform. <br /> <br />4 <br />
