Consent Agenda Item 1.1 Case No. 6-06CW49: Application of Upper Yampa Water Conservancy Application Summary This is an application for approval of an umbrella plan for augmentation to replace out-of-priority depletions from various structures located within the boundaries of the Upper Yampa Water Conservancy District in Routt and Moffat Counties. The purpose of the plan for augmentation is to establish a framework to include new water users into a decreed plan for augmentation under which the Upper Yampa District will replace out of priority depletions with the District's senior water rights that include Yamcolo Reservoir, Stagecoach Reservoir, and Mad Creek. The total maximum amount of augmentation water involved in and committed by the District to this plan is 2,000 acre- feet. The rate of exchange applied for to support the plan for augmentation is 7.6 cfs. These amounts have been allocated to specific regions within the District's boundaries. CWCB ApPfopriations The CWCB holds a number of instream flow water rights within the boundaries of the Upper Yampa District that could be injured by this application (see attached map). Potential fOf In iurv The Applicant's proposed plan for augmentation may injure the Board's instream flow water rights within the Applicant's boundaries by not replacing out-of-priority depletions in time, place and amount. Forest Service, and the Colorado Division of Wildlife and the Wildlife Cornmission also filed statements of opposition to this application.
