<br />. <br /> <br />. <br /> <br />. <br /> <br />Consent Agenda Item 1.1 <br />Case No. 6-06CW49: Application of Upper Yampa Water Conservancy <br /> <br />Application Summary <br /> <br />This is an application for approval of an umbrella plan for augmentation to replace out-of-priority <br />depletions from various structures located within the boundaries of the Upper Yampa Water <br />Conservancy District in Routt and Moffat Counties. The purpose of the plan for augmentation is to <br />establish a framework to include new water users into a decreed plan for augmentation under which <br />the Upper Yampa District will replace out of priority depletions with the District's senior water <br />rights that include Yamcolo Reservoir, Stagecoach Reservoir, and Mad Creek. The total maximum <br />amount of augmentation water involved in and committed by the District to this plan is 2,000 acre- <br />feet. The rate of exchange applied for to support the plan for augmentation is 7.6 cfs. These <br />amounts have been allocated to specific regions within the District's boundaries. <br /> <br />CWCB ApPfopriations <br /> <br />The CWCB holds a number of instream flow water rights within the boundaries of the Upper <br />Yampa District that could be injured by this application (see attached map). <br /> <br />Potential fOf In iurv <br /> <br />The Applicant's proposed plan for augmentation may injure the Board's instream flow water rights <br />within the Applicant's boundaries by not replacing out-of-priority depletions in time, place and <br />amount. <br /> <br />Othef Obiectors <br /> <br />The City of Steamboat Springs, Steamboat Alpine Development, LLC, Catamount Development, <br />Inc., Catamount Metropolitan District, The City of Craig, Tri-State Generation and Transmission <br />Association, Inc., Dequine Family, L.L.C., Flying Diamond Resources, Kim Singleton, State and <br />Division Engineers, Sidney Peak Ranch Owners' Association, Inc., JBM Ranch, LLC, United States <br />of America - U.S.D.A. Forest Service, and the Colorado Division of Wildlife and the Wildlife <br />Cornmission also filed statements of opposition to this application. <br />
