<br />. Commercial audits often can be met with customer resistance and inaction. <br /> <br />. Homeowner water waste, especially related to automated outdoor watering, is difficult to <br />control if individual homeowners are not engaged. <br /> <br />. High density users (e.g., apartments, nursing homes, schools) often do not have <br />mechanism to encourage wise water use and water use efficiency. <br /> <br />. Difficult to integrate local with other local or regional water conservation measures and <br /> <br />programs. <br /> <br />. Metrics are needed to track system water use such as per capita water use, unaccounted for <br /> <br />water, non-revenue water, etc. <br /> <br />. Common and widely applied metrics for tracking wise water use and water use efficiency <br />are not readily available. <br /> <br />. Water is under valued. <br /> <br />. Substantial education of the public and elected and appointed officials regarding water, and <br />water issues in Colorado is sorely needed. <br /> <br />. Water ownership is not well understood. <br /> <br />. Uses for saved water, and the means to save water, vary from utility to utility and district <br />to district. <br /> <br />. There is no one-size-fits-aU. <br />
