ThIS program wIll assIst the Board In assunng that commumtles that have applied for <br />an RICO comport with the law. This mayl occur through different ways. First, in instances where an <br />RICD would not satisfy the requisite statutory authorities the CWCB may use the funds to secure <br />engineering and technical support neededlto assure compliance with the law. This work may assist <br />the CWCB staff in preparing for water court presentation to support the Board's findings. Second, if <br />there are instances where a community s~eks to comport with the law but needs technical or other <br />financial assistance, these funds could be Imade available to these in this regard. Third, these funds <br />could be used to complete more general studies (i.e. affects that existing RICD's have had on water <br />management) regarding RICO's that coJld be used in specific RICD cases or to guide policy <br />regarding RICD's. r <br />I <br /> <br />I <br />Water Planning Relationship: Recreational In-channel Diversion water rights affect water <br />I <br />planning in many important ways. The statutes and the CWCB's policies on these types of rights <br />demonstrate a need to ensure complianc:e by local communities and to help protect Colorado's <br />compact entitlements and to assure maxim]1m utilization of Colorado's water resources. <br /> <br />Recommendation: Staff gives a high recommendation to this project because the fund will help <br />to enhance compliance with the goals ofm~ximum utilization of water resources. <br />I <br /> <br />. <br /> <br />I <br />6. Transit Losses and Travel Tim~s in the Arkansas River Basin from Pueblo to John <br />Martin Reservoir <br /> <br />Beneficiary/Grantee/Con tractor: <br />Amount of Request: <br /> <br />SoutHeastern Colorado Water Conservancy District, Various <br />$50,ObO Ranking: High <br />I <br /> <br />I <br />Product Produced: An updated transit i loss model for the mainstem of the Arkansas River <br />I <br />between Pueblo Reservoir and John Martin Reservoir to complement a similar model being <br />developed by the Arkansas River Compact!Administration from John Martin to the Kansas Stateline. <br /> <br />I <br />Water Planning Relationship: The PC based models will be used to improve the accuracy of water <br />deliveries in the Arkansas Basin, includink trans-mountain storage and return flows to ensure full <br />utilization in Colorado as required by the qolorado River Compact and state water court decrees and <br />agreements. The Division 2 Engineer will utilize the models to administer deliveries and reduce <br />potential sources of conflict with Colorado ~ater users and the State of Kansas. <br /> <br />Recommendation: Staff gives a high recommendation to funding for this study because of its <br />importance in local, trans-basin, and interktate water administration, allowing better utilization of <br />scarce water supplies in a highly over-apptopriated basin, while fully meeting Colorado's Arkansas <br />River Compact obligations I <br /> <br />7.
