r

Water Planning Relationship: The iss e of radar missing precipitation amounts in the mountains
below the scanning levels is unique to mbuntainous regions. Flash flood warnings and streamflow
forecasts would improve for mountain coJmlUnities and streams based on this project.

Recommendation: Staff gives a low Jcommendation for funding of this project because of other
agency priorities and the perception that Ithis is a NOAA and/or NWS responsibilitx. This project
has been shared with others and has interest of the Grand Junction Drainage District, Colorado River
WeD, and possibly Gunnison Basin Watkr Users. Should some funding become available, pat1ners
in the Colorado and Gunnison basins cohld be developed and share in the funding of this project
request as they would benefit. I

"

.

I
I
A summary listing the projects and the t-ecommended rankings follows as Attachment B.
!
I

I
I

FINAL RECOMMENDATION:

No action is needed on Part A or B.

With respect to Part C, we recommend ~hat you approve the staff ranking for each project and
direct us to allocate funding based Otl the amount of Severance Tax available within the
CWCB's five-percent share. We will Jot know exactly how much funding will be available .
until the Executive Branch and the GeJeral Assembly act on proposals to divert a portion of
Severance Tax to the General Fund, plabe a cap on contribution into the Operational Account,
or keep agency funding static for other ~udgetary reasons.
I

.

20
