Since it is an open meeting applicants may ask to <br />address the Board but staff has indicated t~at this is not needed unless the applicant disagrees with <br />the staff or Board and wishes to "make their case". <br /> <br />Prior to beginning the specific review Ofth~ applications, staffwill provide the Board with a brief . <br />overview ofthe purposes of the WSRA and the relevant sections of the Water for the 21 st Century <br />Act (House Bill 1177) to provide the contekt for the staff and Boards review. This is especially <br />important for understanding the review of~oth Basin Accounts and the Statewide Account. <br /> <br />It should be noted that staffhas received fe~dback that some Basin Roundtables perceive that the <br />request for Basin funds is a "rubber stamp"r. This perception is not completely accurate as the Basin <br />Roundtables and CWCB must determine tHat the activity meets the Eligibility Requirements and <br />Threshold Criteria. I <br />I <br />I <br />Eligible Water Activities, as identified in Senate Bill 06-179, include the following: <br />I <br /> <br />. Competitive grants for environmental cbmpliance and feasibility studies; <br />. Technical assistance regarding permitti~g, feasibility studies, and environmental compliance; <br />. Studies or analysis of structural, nonstrUctural, consumptive, and nonconsumptive water needs, <br />projects, or activities; and <br />. Structural and nonstructural water proj~cts or activities. <br /> <br />Eligible Entities that may apply for grants pr loans from the Account include: <br /> <br />. <br /> <br />Public (Government) - municipalities, epterprises, counties, state and federal government <br />Public (Districts) - special, water and sanitation, conservancy, conservations, irrigation, water . <br />activity enterprises <br />Private Incorporated - mutual ditch companies, homeowners associations, non-profit <br />corporations <br />Private (Unincorporated) - individuals, partnerships, sole proprietors <br />Non-governmental organizations - are broadly defined as any organization that is not part of the <br />government.
