<br />Issue No.9: Additional information IS needed discussing compact delivery Issues, <br />challenges and opportunities. <br /> <br />ResDonse: Additional storage in the Reservoir will provide the State of Colorado <br />with an invaluable tool to store and better manage delivery of the water it is <br />obligated under the Rio Grande Compact (Compact) to deliver to the Colorado- <br />New Mexico border. It will help to ensure that Colorado retains for use in <br />Colorado all its annual share of water available under the Compact. Re-regulation <br />of deliveries under the Compact will also help to address instream flow needs for <br />fish and river habitat. Additionally, it could help to reduce the wide fluctuations <br />in the curtailments presently imposed on irrigators to meet Colorado's Compact <br />obligations. This will hopefully provide irrigators with a more consistent water <br />supply during the irrigation season while assuring that Colorado has stored water <br />that may be needed to meet any remaining compact obligation after the irrigation <br />season ends. The methodology for storing compact water in a manner that best <br />meets Colorado's needs and assures full beneficial use of its share of water will be <br />determined during this phase of the study in coordination with the State Engineer <br />and other affected water users. Rio Grande Reservoir storage could also help <br />address potential compact issues with depletions upstream of the Del Norte gage. <br />
