above the present amounts. Both the legal and technical worl( related to this issue
will be coordinated with representatives of the u.s. Forest Service as part of this
grant application and through the stal(eholder process.

Issue No.4: The service area for the proposed water activity was not included in the
application.

ResDonse: Using Rio Grande Reservoir as a multi-use facility potentially
includes the entire River corridor from its headwaters to the State line with New
Mexico. The District will continue to provide irrigation water to its landowners in
and around Center, Colorado in Alamosa, Rio Grande, and Saguache Counties, all
in the Closed Basin. Direct-flow storage water can be stored and delivered for the
District, the Rio Grande Canal water users whose lands extend throughout Rio
Grande and Saguache Counties in the Closed Basin, and the Empire Canal water
users whose lands are located south of the Rio Grande River near Monte Vista.
The San Luis Valley Water Conservancy District's boundaries extend along the
River corridor from approximately Creede, Colorado downstream to just
southeast of Alamosa. The Division of Wildlife delivers its trans-mountain water
stored in Rio Grande Reservoir to its lands and facilities located throughout the
Basin. Finally, compact water stored in Rio Grande Reservoir will be re-
regulated and delivered in a manner that will assist in maintaining habitat and
riparian flows during the non-irrigation season, from the outlet of the Reservoir to
the State line.

Issue No.5: There is no project schedule.

ResDonse: A conceptual project schedule is shown below. It is anticipated that
this study will commence in early June and be completed within 6 months of the
contract signing. This should allow sufficient time for meeting with stal(eholders
and potential partners and Federal entities such as the Army Corps of Engineers
and the Forest Service.

Task Description
Project Kickoff
Task 1 - Geotechnical Analysis
Task 2 - Wetlands Analysis
Task 3 - Hydrologic Analysis
Task 4 - Anal sis of Le allssues
Task 5 - Operational and Storage
A reements
Task 6 - Communication and
Stakeholder Outreach

November December
