Both <br />the 1929 and 1948 Rights were in priority since the Colorado River was running well in excess of 1,250 <br />cfs and it was expected that Green Mountain Reservoir would fill. A letter from the United States <br />Bureau of Reclamation confirming that there was adequate water to fill Green Mountain Reservoir was <br />received by our office on June 24, 1998. It was understood that power interference at Green Mountain <br />Reservoir was to be replaced under arrangements similar to those in past years and that diversions <br />would be terminated if necessary to assure the filling of Green Mountain Reservoir. <br /> <br />Colorado Springs Utilities continued to divert water under the 1929 Blue River Water Rights through <br />September 29, 1998. Numerous calls were placed on the Colorado River throughout the 1998 water <br />year. <br /> <br />During the 1997-1998 diversion period, 2,120 acre-feet were temporarily stored in the Upper Blue <br />Reservoir. As of September 30, 1998, the Upper Blue Reservoir contained 404 acre-feet. A total of <br />8,833 acre-feet of 1948 water was transferred through the Hoosier Tunnel during the 1998 water year. <br /> <br />On August 26, 1998, Colorado Springs Utilities received a call from the Division 5 Engineer's Office <br />stating that the flow at Dotsero had dropped below 1,408 cfs and the City of Colorado Springs' 1948 <br />water rights were out of priority. Colorado Springs did not divert any 1948 water after August 26, 1998. <br />On September 7, 1998, Colorado Springs Utilities received a call from the Division 5 Engineer's Office <br />stating that the flow at Dotsero had dropped below 1,250 cfs and the City of Colorado Springs' 1929 <br />water rights were out of priority. Colorado Springs Utilities did not divert any 1929 water during the <br />period from September 7, through September 10, 1998. The 1,250 cfs call at Dotsero was removed <br />and Colorado Springs resumed diverting the 1929 water through September 29, 1998. It was <br />determined by the Division 5 Engineer that Green Mountain Reservoir did meet the .paper fill". <br /> <br />In accordance with Paragraph 4.(f) of the Stipulation, nine tables with narrative explanations are <br />included with this report. The purpose of these tables is to identify the diversions of the Blue River <br />Project for the 1998 water year deliveries of water to the Colorado Springs' potable system by source, <br />return flows to Colorado Springs Utilities Wastewater Treatment Plant, and utilization of these return <br />flows, specifically the 1948 Blue River return flows. <br /> <br />If you have any questions regarding this report, please contact Scott Howell at 719/448-8720. <br /> <br />Sincerely, <br /> <br />C/1L~'~~ <br /> <br />Leah D.
