FUNDING OBLIGATION <br /> <br />Throughout the development of this Policy, the Wildlife Commission heard considerable <br />comment on the issue of funding all of the activities that could result from this broad Policy. <br />Clearly,sufficient funding to fully implement all aspects of the Policy does not exist at the <br />present time, especially in those areas that apply to non-recreational native fish species <br />management. <br /> <br />The Wildlife Commission, in conjunction with the Department of Natural Resources, will <br />continue to seek additional funding opportunities for native fishery management. Through <br />cooperative efforts, funding from the General Fund, non-govemmental organizations, <br />community-based partnerships and coalitions,' and species recovery Memoranda of <br />Agreement, additional funding will become available and will be applied to management <br />actions that support this Policy. The potential for increased future funding may also be <br />available through tax initiatives at both the state and local level. <br /> <br />The Wildlife Commission believes that through these partnerships, the financial burden can <br />be spread so that the entire cost of fish management in Colorado will truly become both a <br />citizen and sportsman supported effort. <br /> <br />Within the program objectives and direction of the Division's 5-year Budget Plan, annual <br />statewide fish management activities and programs will be identified, organized and funded. <br />This will allow the Wildlife Commission to assess progress towards meeting the intent of this <br />Policy. These programs will be largely self-supporting and cost efficient. <br /> <br />IV. STATEWIDE FISH MANAGEMENT POLICY STRUCTURE <br /> <br />The statements in this Policy are organized under the four broad categories of activities <br />described in the Wildlife Commission's Long-range Plan: <br /> <br />1) Protection of Wildlife and Wildlife Habitats <br /> <br />2) Wildlife-Related Recreation <br /> <br />3) Wildlife-Related Education and Information <br /> <br />4) Responsive Management <br /> <br />5 <br />
