Evaluate, don't proselytize. <br /> <br />8) Regulatory Background/Backdrop that Works: <br /> <br />Workshop participants identified a regulatory background that works as an important part of an <br />integrated solution-finding approach. Participants recognized the need to understand and work <br />within the existing regulatory matrix as much as possible. The group also suggested the need to <br />explore additional regulatory options that could promote various aspects of the initiative. The <br />participants also noted that the safety net of regulation should be complemented by incentive- <br />based programs (f1 carrots and sticks f1). <br /> <br />13 <br />
