<br />OOu'789 <br /> <br />in Dillon Reservoir and decreased storage in Williams Fork Reservoir. In order to further check the <br />need for rerunning previous simulation runs with the modified StateMod and Cl Data Set (fifth <br />revision), simulation runs for two alternatives were made: (1) Green Mountain Reservoir making the <br />20,000 acre-feet release and replacing this release using its refill priority and (2) the "Share the Pain" <br />with responsibility for making the 20,000 acre-feet release divided equally a'mong Granby, Green <br />Mountain and Williams Fork Reservoirs. Results of these additional simulation runs did not differ <br />significandy enough to change original conclusions presented in the Technical Memoranda concerning <br />these alternatives (see Chapter 3). However, comparing simulations by Denver Water using its daily <br />P ACSIM model with StateMod showed differences in accounting for exchanges and substitutions into <br />and out of Dillon, Williams Fork and Wolford Mountain Reservoirs. These differences would <br />overstate the availability of water for release from these reservoirs for meeting the 20,000 acre-foot <br />goal (see Appendix 0). Rather than continue to investigate and debate the need for further <br />refinements to the model, it was determined that time would be better spent working on what could <br />be done to meet the 20,000 acre-foot goal. <br /> <br />2.3.3 RIPRAP <br /> <br />For purposes of determining the feasibility of each alternative for contributing toward the 20,000 acre- <br />feet, the Final PBO specified the baseline conditions of the StateMod C1 Data Set were to include the <br />RIPRAP projects (see Appendix D of USFWS, December 22, 1999). The StateMod C1 Data Set as <br />originally received from the State at initiation of the Phase 2 investigation did not have the following <br />components of RIPRAP adequatelyincorpGratedintotheuCl Data Set: <br /> <br />· 5,000 acre-feet per year from Ruedi Reservoir, <br /> <br />. An additional 5,000 acre-feet in 4 out of 5 years from Ruedi Reservoir or Green <br />Mountain Reservoir, <br /> <br />. <br /> <br />10,825 acre-feet per year from Ruedi Reservoir under long-term lease, <br /> <br />10,825 acre-feet per year on a permanent basis divided equally between east slope and <br />west slope water users. At the present time, this requirement is being met on an <br />interim basis by Williams Fork and Wolford Mountain Reservoirs. A permanent, long <br />term solution will have to be established in the future (see section 1.3.1). This <br />permanent solution may not involve the same components as the interim measures. <br /> <br />Up to 6,000 acre-feet per year from Wolford Mountain Reservoir, and <br /> <br />Up to 28,400 acre-feet per year of water resulting from construction of improved <br />water management features for the Grand Valley Water Management Project. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />II <br /> <br />Implementation of necessary revisions to incorporate the RIPRAP projects into the Cl Data Set <br />resulted in the Cl Data Set Fourth Revision (see Table 2). <br /> <br />2.3.4 CROPS <br /> <br />CROPS is a voluntary program, the participation in which is determined on a yearly basis. Individual <br />participation in CROPS is dependent on conditions that are present each year, including snowpack, <br />forecasted streamflows, and reservoir storage levels, among others.
