(' <br />vUl ;JU <br /> <br />e <br /> <br />Y AMP A RIVER <br />RECREA Tl ONAL USE STUDY <br /> <br />1.0 Introduction <br /> <br />Background and Purpose of Study <br /> <br />Over the last three decades, a number of alterations have been made to the stretch of the Yampa <br />River within the City of Steamboat Springs for the ptrrposes of improving fish habitat and <br />recreation. Most of these alterations were constructed by private nonprofit organizations. In 2001 <br />and 2003, the City of Steamboat Springs constructed a recreational boating course consisting of <br />two hydraulic structures, or Recreational In-Channel Diversion (RJCD) structures, referred to as <br />the C-Hole, or Charlie's Hole, and the D-Hole (Figure I, Location of STeamboat Springs RlCD <br />Structures). In December of 2003, the City of Steamboat Springs applied for a RJCD water right <br />for its recreational boating course. The Colorado Water Conservation Board (CWCB) reviewed <br />the original application in May of 2004 and subsequently made a recommendation to the District <br />6 Water Court that the city's water right application be denied. The city had requested flows <br />ranging from a high of 1700 cfs in early June to 120 cfs between mid-July and October 3 1. The <br />flows were requested for the hours of 6:00 am to 9:00 pm. The request was subsequently revised <br />as part of a settlement with the Upper Water Conservancy District, who had filed an objection to <br />the RJCD water right application. The revised request is shown in Table I, Requested RlCD <br />Strean?flows.
