R.e: Water Rights Application for Black Canyon
of the Gunnison National Park

Enclosed is the United States' QUANTIFICATION OF RESERVED JUGHT
FOR BLACK CANYON OF THE GUNNISON NATIONAL PARK IN THE FORM OF AN
APPLICATION TO MAKE ABSOLlITE A CONDITIONAL WATER RIGHT. Thl! application
is intended to begin the process for quantifying the unquantified reserved right for Black Canyon
of the Gunnison National Monuxnent decreed on March 6, 1978 in case W-437.

The United States intends to seek a negotiated senlement of this matel~. We have
filed this application to facilitate the negotiation process by identifying those parties :interested in
panicipa'ring in th:: negotb,tions. To further facilitate the negotiation. process, t.;e United States
will be requesting that the Water Court stay all judicial proceedings after the close of the
objectioll1 period.

The National Park Setvice will initiate the negotiation process by hoslj,ng public
meetings on Febnwy 28, 2001 in Gunnison and on March 1,2001 in Delta, location ,and time to
be announced. At these meetings the Park Service will explain the claim and the sciMtific basis
