G8"/~rJ(J).rolJ <br /> <br />Janwuy 17~ 2001 <br /> <br />R.e: Water Rights Application for Black Canyon <br />of the Gunnison National Park <br /> <br />Dear Inte:rested Pany <br /> <br />Enclosed is the United States' QUANTIFICATION OF RESERVED JUGHT <br />FOR BLACK CANYON OF THE GUNNISON NATIONAL PARK IN THE FORM OF AN <br />APPLICATION TO MAKE ABSOLlITE A CONDITIONAL WATER RIGHT. Thl! application <br />is intended to begin the process for quantifying the unquantified reserved right for Black Canyon <br />of the Gunnison National Monuxnent decreed on March 6, 1978 in case W-437. <br /> <br />The United States intends to seek a negotiated senlement of this matel~. We have <br />filed this application to facilitate the negotiation process by identifying those parties :interested in <br />panicipa'ring in th:: negotb,tions. To further facilitate the negotiation. process, t.;e United States <br />will be requesting that the Water Court stay all judicial proceedings after the close of the <br />objectioll1 period. <br /> <br />The National Park Setvice will initiate the negotiation process by hoslj,ng public <br />meetings on Febnwy 28, 2001 in Gunnison and on March 1,2001 in Delta, location ,and time to <br />be announced. At these meetings the Park Service will explain the claim and the sciMtific basis <br />for it.
