Given the large volume of water required by the flow <br />recommendations, this is an umeasonable and unfair burden. Weare of the opinion that the <br />USFWS and recovery programs know which reaches are the most important for achieving <br />recovery and that they should be able to clearly state that satisfaction of one set of <br />recommendations takes precedent over those for another reach when the two are in conflict. <br />We believe this is a fair and very reasonable proposal and should be included the guidance <br />that is provided. <br /> <br />F.
