<br />0024J5 <br /> <br />Service proposes to reduce the its peak flow recommendation for the wettest category from <br />20,000 cfs to 18,000 cfs. <br />In addition, the Service proposes further discussion between Kirk LaGory and Chuck McAda. <br />We believe that further discussion between these two will bring the Service and the minority <br />objectors closer to an understanding. The meeting between LaGory and McAda is scheduled <br />for June 26. <br /> <br />2) Is it necessary to provide habitat for all life stages of razorback and Colorado <br />pikeminnow in the Gunnison River? <br /> <br />Minority proposal: <br /> <br />a) develop a matrix that identifies the flow magnitude, duration and frequency for each life <br />stage for each species; or if it is developed by hydrologic category, it would identify <br />magnitude and duration for each life stage and each species; and <br /> <br />b) prior to making flow recommendations for razorback sucker (RBS) in the Gunnison it <br />should be determined as to whether or not habitat is needed to achieve the Recovery Goals of <br />the species; and <br /> <br />c) prior to implementing flow recommendations for RBS, an evaluation of the suitability of <br />the spawning habitat and the status of the spawning population between Delta and the <br />Hartland Diversion needs to be conducted to determine if the current population of mature <br />adults is spawning. <br /> <br />Service recommendation: <br /> <br />a) the Service will attempt to develop a matrix that denotes the magnitude and duration of <br />flows for each hydrologic category we believe is required for each life stage of each species. <br /> <br />b) the Service believes it is appropriate to make flow recommendations at this time because <br />the Program has been stocking RBS since 1995, and some of these fish are now sexually <br />mature, including the 57 adult RBS stocked prior to spawning in April of 2001. The Service <br />believes it is important to develop and implement flow recommendations to support these <br />reintroduced populations and provide them sufficient habitat (including flows) to reestablish. <br /> <br />c) we don't know what makes certain cobble bars more attractive than others for RBS, <br />however, based on observations on the Green River and the San Juan River it appears that the <br />habitat near Delta would be suitable for RBS spawning. Based on what we know of the <br />species spawning and nursery habits in other parts of the basin, it appears that the <br />configuration of cobble bar and floodplain wetland complex near Escalante would be prime <br />spawning and nursery habitat for them. <br /> <br />2 <br />
