<br />001539 <br /> <br />CHAPTER 2 - ALTERNATIVES <br /> <br />This chapter describes the No Action alternative, and alternatives for providing fish passage <br />through or around the existing Price-Stubb Diversion Darn. Three alternatives for the Price- <br />Stubb Fish Passage are given detailed consideration: constructing a Fish Ladder with a <br />Hydropower Plant, constructing a Fish Ladder without a Hydropower Plant and Dam <br />Removal. Alternatives eliminated from detailed analysis are also discussed. <br /> <br />Preferred Alternative <br /> <br />Reclamation's preferred alternative is to partially remove the Price-Stubb Diversion Darn and <br />implement mitigation measures (see Darn Removal section, page 12). Reclamation proposes to <br />delay removal until the Ute Water pipeline replacement project is completed (currently scheduled <br />for completion in August 2002). Reclamation believes the Darn Removal alternative would best <br />meet project purposes. It also appears to be the least costly alternative to construct and has the <br />added advantage of eliminating the need for operation and maintenance. <br /> <br />No Action <br /> <br />Under this alternative, Reclamation would not take any action"to provide for endangered fish <br />passage at or around the Price-Stubb Darn. The darn would remain in place and continue to be a <br />barrier to upstream passage by endangered fish species. <br /> <br />The No Action alternative assumes development and operation of the Jacobson Hydro No.1 <br />Project, as licensed June 19, 1990, would occur (FERC, 1990). This 40-year license was issued <br />to E.R. Jacobson (licensee) for the construction, operation and maintenance of the project. As <br />currently licensed by FERC, the hydropower project includes: <br /> <br />. install4-foot-high flashboards on top of the existing Price-Stubb Diversion Dam <br />. construct a new 2,250-foot-long concrete-lined power canal (along route of abandoned canal) <br />· build a powerhouse downstream from the dam <br />. maintain a 200 cfs minimum flow in the river between the darn and powerhouse tailrace <br />(bypass reach) <br />. prepare and implement a fishing access plan (parking and walkway) <br /> <br />FERC completed an EA, dated August 2, 1989, for the license (FERC, 1989). It discusses the <br />request by the U.S. Department of the Interior that the applicant allow the Service to construct a <br />fish passage facility if it is determined necessary in the future to help recover endangered fish. <br />Article 16 of the license allows for, but does not obligate, the U.S. to construct fish and wildlife <br /> <br />7 <br />
