State updates StateMod to mimic current Aspinall operations and rules as <br />'1 closely as possible and uses RiverWare output as necessary to calibrate <br />and/or adjust Aspinall storage and releases. RiverWare modeling adjusted .if <br />warranted by water right administration modeling.~ . <br />Would require several iterations between USBR & State and issues of differences in data might arise. <br /> <br />2. Do not model upper basin, use RiverWare for Aspinall modeling, use <br />State Mod for modeling below Crystal to confluence with Colorado mainstem. <br />Assumes upper basin demand and historic inflows to Blue Mesa do not change from historic values. <br /> <br />r. <br />(!)
