If" f,"':' "'-. -"'"'" '-.<P .,,~
Uu~JJ8

Abstract

This report wa~prep~r~dt~"~_upport the application for a water right fo~ the Cityof
Steamboat Springs Boating Park (hereinafter the "Boating Park"). Qualifications of the author as
the parks designer, as an expert kayaker, and as an expert witness with respect to the uses of
boating parks are included. It further details the design process, objectives, and structures used
in the Boating Park. It also discusses the attributes of the Boating Park at varying flow levels.
The report concludes that the site chosen for the Boating Park was appropriate and that these
structures are used to capture and control the Yampa River in order to create a recreational
attraction for the City of Steamboat Springs and the surrounding region. It further concludes that
the course will only attract the desired level of use, expert boaters and large events, thereby
meeting the goals of the City, if the flows are at the claimed levels.

Introduction

The purpose of this report is to provide information regarding the water rights application
that has been filed by the City of Steamboat Springs. As the designer of the Boating Park, I have
extensive factual knowledge of and expertise regarding how and why the Boating Park was
designed. As an avid kayaker, I also have extensive knowledge of how the Boating Park has and
will be used.

I have designed many such boating parks around the country, including boating parks in
Salida, Golden, Vail, Breckenridge, Gunnison, Aspen, and Boulder, Colorado; Reno, Nevada;
Ogden, Utah; and Green River and Casper, Wyoming. The boating parks I have designed have
hosted numerous national and international competitions. Based on my experience as an avid
kayaker and a whitewater course designer, it is my opinion that this Boating Park will be one of
the best in the region.

It is my opinion that the Boating Park will function best at the flow rates claimed. These
flow rates will turn the Boating Park into a facility capable of holding whitewater events, and
will result in the highest amount of use of the Boating Park for boating, kayaking, tubing, rafting,
floating, canoeing and other such general recreation uses by the general public. Speaking as the
designer ofthis course, it is my opinion that water flows claimed during the indicated time
periods are the minimum amounts necessary to achieve a reasonable recreation experience for
the purposes for which the Boating Park was constructed. These water flows of up to 1700 cfs
are put to beneficial use and there will be no waste. The Boating Park will be used by many
boaters at the claimed flow rates. However, the quality of the Boating Park will be enhanced as
flows increase. In fact, the claimed flows make the Boating Park the recreational attraction it
was designed to be.

-1-
