Qualifications ofthe author-as' <br />. the parks designer, as an expert kayaker, and as an expert witness with respect to the uses of <br />boating parks are included. It further details the design process, objectives, and structures used <br />in the Boating Park. It also discusses the attributes of the Boating Park at varying'flow levels. <br />The report concludes that the site chosen for the Boating Park was appropriate and that these <br />structures are used to capture and control the Yampa River in order to create a recreational <br />attraction for the City of Steamboat Springs and the surrounding region. It further concludes that <br />the course will only attract the desired level of use, expert boaters and large events, thereby <br />meeting the goals pfthe City, if the flows are at the claimed levels. <br /> <br />. Introduction <br /> <br />The purpose of this report is to provide infonnation regarding the water rights application <br />that has been tiled by the City of Steamboat Springs. As the designer of the Boating Park, I have. <br />extensive factual knowledge of and expertise regarding how and why the Boating Park was. <br />designed. As an avid kayaker, I also have extensive knowledge of how the Boating Park bas and <br />will be used. <br /> <br />I have designed many such boating parks around the country, including boating parks in <br />Salida, Golden, Vail, Breckenridge, Gunnison, Aspen, and Boulder, Colorado; Reno, Nevada; <br />Ogden, Utah; and Green River and Casper, Wyoming. The boating parks I have designed have <br />hosted numerous national and internatiOIialcompetitions. Based on my experience as an avid <br />kayaker and a whitewater course designer, it is my opinion that this Boating Park will be one of <br />the best in the region; . <br /> <br />It is my opinion that the Boating Park will function best at the flow rates claimed. These <br />. flow. rates will turn the Boating Park into a facility capable of holding whitewaterevents, and <br />will result in the highest amount of use of the Boating Park for boating, kayaking; tubing,. rafting, <br />floating, canoeing and other such general recreation uses by the general public. Speaking as the <br />designer of this course, it is my opinion that water flows claimed duringthe indicated time <br />. periods are the minimum amounts necessary to achieve a reasonable recreation experience for <br />the purposes for which the Boating Park was constructed. These water flows of up to 1700 cfs <br />are put to beneficial use and there will be no waste. The Boating Park will be used by many <br />boaters at the claimed flow rates. However, the quality of the Boating Park will be enhanced as <br />flows increase. In fact, the claimed flows make the Boating Park the recreational attraction it <br />was designed to be. <br /> <br />-1- <br />
