<br />003J57 <br /> <br />Peter Evans, Director <br /> <br />3 <br /> <br />recruitment of the strong year classes of the mid-1980's mentioned above, but also from some <br />year classes hatched in the early 1990's. The reservoir releases in 1999 also supported the <br />Recovery Programs fish stacking program by providing optimal flow during and subsequent to <br />the time of stocking. <br /> <br />As the number of adults increases in the I5-Mile Reach, the importance of meeting the flow <br />recommendations becomes greater, i.e., when numbers are low, reproduction primarily limits the <br />ability of the population to increase; when numbers become high, the amount of suitable habitat <br />becomes limiting. Service flow recommendations were designed to maximize the amount of <br />optimum habitat for adults and thereby increase this carrying capacity. The flow augmentation <br />from reservoirs in the basin was critical in providing adequate habitat for the Colorado <br />pikeminnow that inhabit the I5-Mile Reach. <br /> <br />Response of the fish community to flow augmentation are difficult if not impossible to quantify <br />on a short-term basis. As described above, the objective is to provide room for an increasing <br />population of Colorado pikeminnow and in the future for razorback suckers. While the <br />quantification of the specific benefits is difficult, a recent report by Douglas B. Osmundson does <br />identify the importance of the I5-Mile Reach. The report entitled"importance of the' I5-Mile <br />Reach' to Colorado River Population of Endanger Colorado Pikeminnow and Razorback <br />Suckers" is attached. <br /> <br />After preparing these reports for the past 9 years it has become apparent when dealing with long <br />lived species which take from 7 to 16 years to reach spawning age that the requirement for <br />reporting needs to be revised to include a period of time necessary to detect a biological <br />response. The Service believes reporting back to the Board and Reclamation every 5 years <br />would provide a sufficient time period to identify changes in the I5-Mile Reach and in the fish <br />populations. Thus, we recommend that the next report be prepared in 2003. This would capture <br />a time period when more effort has gone into meeting Service flow recommendations for the 15- <br />Mile Reach starting in 1989 and would include the benefits of flow augmentation provide by the <br />HUP Managing Entities and Programmatic Biological Opinion for the I5-Mile Reach. This time <br />period would coincide well with the checkpoints identified in the Programmatic Biological <br />Opinion. <br /> <br />The Service continues to believe that flow augmentation from these reservoirs has been an <br />important step in improving habitat conditions not only the I5-Mile Reach but also the reaches <br />both upstream and downstream. <br />
