For example, the amount of money that was <br />spent just on the physical modeling of the Ocoee project far exceeds the design and <br />construction costs of the Boating Park, yet the Ocoee Whitewater Park still requires 1100 <br />cfs to provide the minimum intended recreational experience. <br /> <br />I have designed and overseen construction of many in-channel boat chutes and <br />whitewaterlboating courses in the last 20 years. Most of my clients have been local <br />governments who do not have millions of dollars to spend on a recreational amenity for <br />their community-even an amenity that is expected to bring in large revenues. I, <br />therefore, design boating parks in the most efficient and cost-effective manner possible. <br /> <br />The process I use is to obtain infonnation about the client's needs and desires and the <br />river channel characteristics and historic flows. I apply the Weir Equation to provide <br />guidance in the design of high flow and low flow structures and design the course. I then <br />supervise its construction and make a number of post-construction site visits to observe <br />the performance of the course and to ensure that the capacity of the structure matches <br />design specifications. Sometimes modifications are made to enhance course performance. <br />Although I have used models for some projects, my experience in designing, constructing <br />and using boating parks allows me to predict how the wave features will be created <br />without requiring my clients to spend very large amounts of money for modeling. This is <br />particularly true for the "u" -Structures featured in the Boating Park, which generally <br />have extremely predictable flow depths and are scalable from river to river. In short, my <br />previous structures of identical design on many other rivers around the Nation serve as <br />models for the structures in the Boating Park. For most of my clients, this is the most <br />efficient, cost-effective and reliable way to have a boating park for their community. <br /> <br />Mr. McLaughlin's insistence on extensive (and expensive) pre-construction design and <br />modeling is not necessary or appropriate for most projects, including this Boating Park, <br />that are built on natural rivers. The fact is these structures demonstrate control through <br />"critical depth" at all of the claimed flow rates. Thus, under the "control" policy <br /> <br />4 <br />
