This review and approval by the
Rio Grande Basin Roundtable was based on the Foundational Guiding Principles of the
IBeC Charter: "10. There must be an ongoing, concerned effort to educate all
Coloradoans [sic] on the importance of water, and on the need to conserve, manage,
and plan for the needs of this and future generations. "

The project was brought before the CWCB at their meeting on March 13, 2007, and it is
my understanding that the ewes were supportive of the project although it did not
qualify for 5B 179 funding, based on the "Criteria and Guidelines", developed by the
ewes & IBCC. It is further understood ewes stated they would support funding
through HB 1400 or other funding sources.

This earlier submission had been reviewed by Rick Brown, CWCB, who raised concerns
about the project. These have been addressed in the enclosed Memorandum, dated
March 19, 2007 from Melvin Getz to Mike Gibson.

This is a request for funding to be provided from HB 1400 funds in the amount of
$13,000.00 to support this project. The funding will be used specifically for the project
elements described below and in the attached detailed budget and agenda. Monte
Vista Historical Society, Monte Vista, Colorado is the official non-profit sponsor of the
Celebration, and the applicant for this requested funding. See attached documentation.

BackQround:
The "100 Years of San Luis Valley Reservoirs Celebration" is an educational endeavor
to create awareness of the value of surface and underground reservoirs; the efforts of
