<br />IV. PROGRAM ELEMENTS <br /> <br />USDA, CCC, and Idaho agree that: <br /> <br />A. In determining CCC's share of the cost of the ESPA CREP <br />establishment and operation, CCC shall use the appropriate CRP <br />regulations and the FSA CRP National Directives. All CRP contracts <br />(form CRP-l, Conservation Reserve Program Contract) executed <br />under this Agreement shall contain conservation plans consistent with <br />applicable CRP statutes, regulations, and specifications, in accordance <br />with USDA policies for similar enrollments and this Agreement. <br /> <br />B. The CRP contracts for acres enrolled in the ESP A CREP must be for a <br />period of 14 to 15 years. <br /> <br />C. Eligible producers in the ESP A CREP project area may also continue <br />to offer other eligible acreage for enrollment during CRP general and <br />continuous enrollment periods. <br /> <br />D. CRP contracts executed under this Agreement will be administered in <br />accordance with, and subject to, the CRP regulations at 7 CFR Part <br />1410, and the provisions of this Agreement. In the event of a conflict, <br />the CRP regulations will be controlling. <br /> <br />E. No lands may be enrolled under this program until the USDA's CREP <br />Program Manager approves a detailed Idaho FSA supplement to <br />Handbool( 2-CRP, which will provide a thorough description of this <br />program and applicable practices. <br /> <br />F. Eligible practices for this CREP are as follows: <br /> <br />1. CP2 - Establishment of Permanent Native Grasses <br />11. CP4D - Permanent Wildlife Habitat Noneasement <br />111. CP12 - Wildlife Food Plot <br />IV. CP22 - Riparian Buffer (Cropland only) <br />v. CP25 - Rare and Declining Habitat <br /> <br />G. In order to be eligible for enrollment in the ESPA CREP, cropland <br />must meet the cropland eligibility requirements as set forth in 7 CFR S <br />1410.6 and FSA CRP National Directives, and, must also meet each of <br />the following requirements: <br /> <br />1.
