<br />AGREEMENT <br /> <br />BETWEEN <br /> <br />THE UNITED STATES DEPARTMENT OF AGRICULTURE <br />COMMODITY CREDIT CORPORATION <br /> <br />AND <br /> <br />THE STATE OF IDAHO <br />CONCERNING THE IMPLEMENTATION OF <br />THE IDAHO EASTERN SNAKE PLAIN AQUIFER <br />CONSERVATION RESERVE ENHANCEMENT PROGRAM <br /> <br />This Memorandum of Agreement (Agreement) is entered into between the United <br />States Department of Agriculture (USDA), Commodity Credit Corporation (CCC), <br />and the State of Idaho (Idaho) for the improvement of water quantity and quality, and <br />the enhancement of wildlife habitat through establishment of vegetative cover to <br />reduce irrigation water consumptive use and agricultural chemical and sediment <br />runoff to the waters of the State. The Conservation Reserve Enhancement Program <br />(CREP) is part of the Conservation Reserve Program (CRP) operated by the Farm <br />Service Agency (FSA) for CCC. <br /> <br />I. PURPOSE <br /> <br />The purpose of this Agreement is to allow, where deemed desirable by USDA, CCC <br />and Idaho, certain acreage in the targeted watersheds to be enrolled in the Idaho <br />Eastern Snal(e Plain Aquifer (ESP A CREP) Project Area. See Appendix 1 for a map <br />displaying the ESP A CREP project area. <br /> <br />II. GENERAL PROVISIONS <br /> <br />The goals of the ESP A CREP are to enroll up to 100,000 acres of eligible cropland to <br />significantly reduce the amount of irrigation water consumptive use and improve <br />water quality through the reduction of agricultural chemicals and sediment entering <br />waters of the State from agricultural lands. The reduction of ground and surface <br />water use and of non-point source contaminants, through establishment of permanent <br />vegetative cover, will also enhance associated wildlife habitat, both terrestrial and <br />aquatic and achieve, to the extent practicable when fully implemented, the following <br />objectives: <br /> <br />A.
