<br />COLORADO WATER CONSERVATION BOARD <br /> <br />W ATER SUPPLY RESERVE ACCOUNT <br />2006-2007 GRANT APPLICATION FORM <br />SAFETY AND SERVICEABILITY NEEDS INVENTORY <br />FOR RESERVOIRS IN TIlE LEROUX CREEK DRAINAGE BASIN <br /> <br />SCOPE OF WORK SUPPLEMENT <br /> <br />Following is a summary of the scope of work included in the proposed project: <br /> <br />1. File Research - Existing files will be examined, including those of the Division of Water <br />Resources and Leroux Creek Water Users, and copies made of applicable documents. <br />This will also include discussions with the Division's dam safety engineer as well as the <br />area's water commissioner. <br /> <br />2. Field Examination - Field reconnaissance will be performed at the dams in the spring <br />with the reservoirs full, just prior to starting releases - when the seepage flows are <br />generally at their maximum. At this time, embankment geometry will be measured and <br />shallow soil samples taken. Overall characteristics of the dam and appurtenant features <br />which are relevant to safety and serviceability will be observed and noted such as <br />freeboard; crest width and condition; armoring; evidence of erosion; and upstream and <br />downstream slope uniformity, steepness and topographic features. <br /> <br />3. Outlet Inspection - The proposal includes, as much as possible, inspecting and <br />photographing the inside of each dam's outlet pipe. This will be done with the reservoirs <br />fully drawn down. For any dams that have a downstream gate, the outlets will be <br />inspected when the reservoir is fully drawn down. Inspections will be facilitated by <br />inserting a plug in the upstream end of the outlet pipe. <br /> <br />4. Laboratory Testing - Tests will be performed to characterize the samples taken from the <br />shallow test holes. The results of these tests will be used in the stability analyses. <br /> <br />5. Initial Stability Analyses - The embankment geometry measurements, seepage <br />observations and results of laboratory tests will be used to make a preliminary evaluation <br />of the slope stability for each dam. <br /> <br />6. Identification of Specific Needs and Preparation of Preliminary Cost Estimates - <br />Apparent and potential deficiencies identified by the above work items will be <br />summarized and cost estimates will be prepared for tasks involved with taking the next <br />step needed to address each of the deficiencies. The subsequent-step work items may <br />consist of more detailed construction cost estimates, construction efforts or further <br />engineering investigations needed to adequately define the needs, or a combination of <br />these. <br /> <br />7. Report Preparation - A report will be prepared which summarizes the results of each of <br />1 <br />
