Box 400 <br />Pueblo CO 81002-0400 <br /> <br />March 23, 2007 <br /> <br />Mr. Rick Brown <br />Interstate Water Management Development Section <br />Colorado Water Conservation Board <br />1580 Logan Street, Suite 1600 <br />Denver, Colorado 80203 <br /> <br />Subject: Water Supply Reserve Account 2007 Grant Application for the Fountain Creek Vision Task Force <br /> <br />Dear Rick: <br /> <br />Enclosed is a grant application from Pueblo County on behalf of the Fountain Creek Vision Task Force in the amount <br />of $75,000 to assist in developing a watershed consumptive and non-consumptive water supply needs assessment, by <br />actively seeking the input and advice of affected local governments, water providers, and other interested stakeholders <br />and persons via this facilitated process. At the Arkansas Basin Roundtable (ABRT) regular and publicly-noticed <br />meeting on March 14, 2007, this application was approved with full consensus by our Roundtable with the required <br />75 percent quorum present. The application was also reviewed by our Needs Assessment COlnmittee and has received, <br />through both the Committee process and our Roundtable, a thorough review and full discussion. It was approved with <br />the understanding that if approved by CWCB, it would be funded out of our Basin account. <br /> <br />The State Water Supply Initiative Study and Report identified a gap or need of 17,600 acre feet in the Arkansas Basin. <br />The significant portion of this gap falls within EI Paso County. Fountain Creek plays a part of the integrated water <br />supply systems of the City of Colorado Springs, Monument, Fountain, Security, Widefield, and the unincorporated <br />areas of northern EI Paso County. Fountain Creek is the conduit for transmountain return flows and stormwater. The <br />Fountain Creek Vision Task Force is working diligently to bring the varied communities and counties together with a <br />common vision.
