Rudimentary water systems were put in place as the towns grew.
Although the Round Mountain Water and Sanitation District (RMWSD) was created in 1969 to provide
water and wastewater services to both towns, it did not assume those operations until 1975. RMWSD
was forlned in 1969 as a "Colorado Special District," being a unit of local government and political
subdivision and acting pursuant to the provisions of Title 32, Colorado Revised Statutes. The District
functions as an "Enterprise," a government-owned business utility and operates under the jurisdiction of
a local Board of Directors whose five melnbers are elected by the voters of the District.

Many improvements have been made to the system since RMWSD took over. In 1975 a wastewater
system was installed at the cost of $516,000. The water system was improved in 1976 at a cost of
$285,000 and included a new 250,000 gallon water tank, 7500 feet of new water line and cOlnbining of
the two water systems of the towns into one systeln. In 1986 a second 200,000 gallon water tank was
purchased and installed. Continued on Attachment A

2
