Require digital and vellum hard copy as-builts for all new main and appurtenance installations. The <br />RMWSD engineer should maintain a digital file of all infrastructure and as-built information. <br /> <br />. A fire hydrant conforming to the National Fire Protection Association Standards and the local Fire <br />District Standards; connected to a 6 inch or larger main should be provided at every street intersection, <br />or at 500 foot spacing. <br /> <br />. Shut-off valves should be provided every block, or at BOO-foot intervals in areas without block <br />structures. <br /> <br />WATER RIGHTS & AVAILABLE TAPS <br /> <br />. Do not place wells closer than 1000 feet apart to minimize expected cone of depression effects. <br /> <br />. Work to achieve a high percentage of return-flow credits for all water sources. The current "Special <br />Rules" do not appear to provide adequate return flow credits, thus limiting potential tap capacity. This <br />issue should be explored by the Districts water engineer and water attorney. <br /> <br />WATER STORAGE <br /> <br />. An ISO Audit should be requested by the Towns and Fire District to clarify the necessary fire flow <br />requirements for the distribution system, and fire flow storage capacity requirements. <br /> <br />. Adopt a requirement for fire sprinklers in any building with a fire flow requirement exceeding 3000 gpm <br />in Town Fire Codes to minimize excessive storage requirements to the District. <br /> <br />. Consider adding a minimum of 500,000 gallons of storage to meet fire flow demand and increase <br />domestic storage for future growth. <br /> <br />. Consider a new storage tank location east of Silver Cliff to serve Zone 3 or adding a pump station with <br />power backup and the necessary pump capacity to meet fire flow requirements. <br /> <br />. A map showing potential potable water storage tank locations to serve Zone 3 is provided in Appendix <br />B. <br /> <br />WATER TREATMENT <br /> <br />. Either obtain a waiver for contact time from the CDPHE or add contact chambers to achieve the <br />required contact time at each treatment site. <br /> <br />. Develop a long-term plan to pump treated water to storage rather directly into the mains to improve <br />chlorine contact time and chlorine storage residuals. <br /> <br />SYSTEM INSTRUMENTATION & CONTROL <br /> <br />. An automated control system with data logging of pump cycles and tank levels should be purchased <br />and installed. <br /> <br />. The system should maintain tank levels at set points by automatically activating well pumps in the <br />priority or rotation programmed. <br /> <br />. The approximate cost of a base system using radio-linked telemetry is $15,000.00 - 20,000.00. This <br />improvement should be implemented as soon as possible to improve system reliability. <br /> <br />5c <br />
