Round Mountain Water and Sanitation District (RMWSD)
Water System Improvements Project

ATTACHMENT C

B.4. Brief Narrative of Related/Relevant Study (continued)

STUDY RECOMMENDATIONS

GENERAL RECOMMENDATIONS

WATER CONSERVATION

. Institute odd - even watering restrictions during summer, thus curbing demand and increasing the
number of taps serviceable with current water rights.

. Restrict summer watering times to between 4 pm and 9 am to reduce evaporative losses and improve
irrigation efficiency.

. Continue to use an increasing block rate scale to encourage water conservation, while keeping monthly
service rates low but increasing additional step rates similar to Aurora.

. Consider increasing public education programs on water conservation using free material from State
and Federal sources.

. Continue to evaluate conservation measures that have worked elsewhere and consider implementation
in the District.

. Consider land use code landscaping standards that encourage low water-use plants & trees and to
recognize xeriscaping as a landscape credit.

. Include requirements for drip irrigation systems for trees and shrubs on commercial lots in Town
Standards. Discourage sprinklers for trees and shrubs in residential areas.

WATER FEE STRUCTURE

. Track commercial metered water separate from residential metered water so the data can be used to
analyze how water is being used and to improve rate structures and tap fees.

. Maintain the District's existing service fee and block rate structure for the present and focus on water
conservation.

. Over time, strive to reduce the service fee while increasing the upper block rates.
. Set maximum limits for total annual usage based on tap size.
WATER TAP POLICIES

. The Towns should require a developer to provide a will-serve letter from the District for water service as
part of the land use application. The developer should provide the District with a projected build-out for
the subdivision or PUD in writing with the request for a will-serve letter.

. The District should maintain a spreadsheet or database that tracks water commitments and water tap
availability.

5a
